Dr. Jim Williams + Dr. Williams is E3’s Chief Scientist and is responsible for ensuring the firm maintains the high technical quality that it is widely known for.  In this role, Dr. Williams is responsible for in-house training, and serves as the consultant’s consultant on many of E3’s projects.  Dr. Williams’ own expertise is extremely broad.  He is currently working on GHG Reduction policy in both the US and China.  In this role, he is responsible for E3’s international carbon reduction practice.  Dr. Williams is also Associate Professor at the Monterey Institute of International Studies, where he teaches energy and environmental policy, with a focus on energy markets and regulation in Asian developing countries. He received his B.S. in Physics from Washington and Lee University, and his Ph.D. in Energy and Resources from U.C. Berkeley.
