Summary of the California State Agencies’ PATHWAYS Project: Long-Term GHG Reduction Scenarios

In early 2014, the California Air Resources Board, California Energy Commission, California Public Utilities Commission, and the California Independent System Operator engaged E3 to evaluate the feasibility and cost of a range of potential 2030 targets along the way to the state’s goal of reducing GHG emissions to 80% below 1990 levels by 2050. With input from the agencies, E3 developed scenarios that explore the potential pace at which emission reductions can be achieved as well as the mix of technologies and practices deployed. E3 conducted the analysis using its California PATHWAYS model. Enhanced specifically for this study, the model encompasses the entire California economy with detailed representations of the buildings, industry, transportation, and electricity sectors.
The model results in both PowerPoint and spreadsheet format are available to download below, along with the technical model documentation, the model user’s guide and the model itself. The PATHWAYS model runs on the Analytica software platform. Read the User’s guide for more information before downloading the model.

Note: The CA PATHWAYS model version 2.3.2 has been updated for compatibility with the latest version of the Analytica software, version 4.6 and to fix some minor bugs.* These changes are described in more detail in the User’s Guide, linked below. The prior version of PATHWAYS, version 2.3.1, should no longer be used.
