Dr. Jim Williams

Dr. Jim Williams, Chief Scientist + Dr. Williams is E3's Chief Scientist and is responsible for ensuring the firm maintains the high technical quality that it is widely known for. Dr. Williams own expertise is extremely broad. He is currently working on low carbon transformation pathways in both the U.S. and China. For the CPUC and CEC, he served as lead analyst for E3's modeling of ratepayer and emissions impacts of alternative electricity and natural gas policies and market designs for meeting AB32 requirements. He was lead author on the pathbreaking E3/LBNL study in Science of Californias technology path to 80% GHG reductions below 1990 levels by 2050. He is currently leading the multi-institution team developing a US-wide 2050 low carbon transformation model for the Deep Decarbonization Pathways Project, an international collaboration to inform the UN climate negotiations. Dr. Williams was until recently Associate Professor at the Monterey Institute of International Studies, where he taught energy and environmental policy. He is on the steering committees of the Asia Societys California-China Climate Cooperation Roadmap project, the California Climate Policy Modeling Forum, and the Californias Energy Future electricity committee. He received his B.S. in Physics from Washington and Lee University, and his Ph.D. in Energy and Resources from U.C. Berkeley.
