On January 25, 2017, E3 presented supporting research to the Oregon Department of Environmental Quality (DEQ) on the impacts of creating a carbon market in the state. To support DEQ, E3 conducted an extensive literature review of cap-and-trade program design theory and experience in other jurisdictions. E3 completed a preliminary macroeconomic analysis using the IMPLAN model to supplement the literature review, which found the potential magnitudes of impacts to be less than 0.2% of Oregon’s GDP in 2035, consistent with findings from other modeling studies in the literature.
