Ben Elsey is a Director in E3’s Integrated System Planning practice, focusing on resource planning and competitive procurements. He brings over a decade of experience in the energy sector, most recently leading the clean energy transition for Xcel Energy in Texas and New Mexico as Director of Resource Planning and Bidding. In this role, Ben managed the process of filing integrated resource plans, issuing and evaluating proposals for new resources, and providing expert witness testimony. He specializes in integrated resource planning, supply-side resource technologies, production cost analysis, and regulatory support.

Ben enjoys the multifaceted challenge of decarbonizing the energy sector and is deeply invested in finding solutions that not only reduce carbon emissions but also ensure the continued reliability of the nation’s power grids. At the same time, Ben is invested in keeping energy costs affordable for consumers.

Originally from the Southwest coast of England, Ben now lives in Colorado with his wife and their three Corgis. He’s an avid traveler, skier, and soccer fan.
